Important Terminology
In order to get a broader understanding of how Weltheas works, it is important to start off with a couple of terms. These terms must be explained to have a mutual understanding of the fundamentals of Weltheas. Keep in mind, the definition of the following terms could possibly derive from their out-of-Arcamere counterpart.
- Welthean Economy (abbr. WE) = The total economy of the Free City of Weltheas
- Welthean Central Bank (abbr. WCB) = the sole economic institute that deals with the Welthean Economy
- Welthean Characteristics (abbr. WC) = permits the existence of privately operated businesses within the centrally planned economy regulated by the WCB
Economy
The WCB, the Currency and the Council
The Welthean Economy (abbr. WE) operates under a centrally planned system in which gold, in both raw and processed forms, serves as the primary currency.
All major economic decisions are centralized and must be approved by the Council. Ratification requires:
- a three-fifths (3/5) majority of the full Council OR
- a two-thirds (2/3) majority of the Crisis Council, a temporary body existing exclusively during periods of declared crisis
Economic administration, regulation, and implementation are handled by the Welthean Central Bank (abbr. WCB), which functions as the sole economic institution of the state. The Central Bank operates under the authority and governance of the Council and is responsible for all matters related to currency, planning, and economic execution.
Socialism with Welthean Characteristics
Weltheas is founded on socialist principles, under which the state guarantees access to basic necessities for all citizens. Housing, healthcare, food security, and essential public services are provided to ensure that every Welthean is protected from market instability. The government’s role in these sectors exists solely to provide for the population, not to compete with private enterprise.
Alongside this foundation exists a framework known as “Welthean Characteristics.” Under this system, private businesses are fully permitted and encouraged to exist within the broader planned economy.
Under this system, all businesses operating legally within Weltheas are required to register with the state and obtain a business permit through the Welthean Central Bank (WCB). This registration system exists to maintain transparency and allow the government to keep accurate records of economic activity. Operating a business without registration is technically possible, but such activity is considered part of the black market and is therefore illegal and punishable by death. (see section on political ideals)
Private individuals or collectives may establish and operate businesses across most sectors, provided they comply with labor laws, safety regulations, and economic guidelines. The permit system exists to ensure accountability and coordination within the Welthean economy.
In key sectors such as food and healthcare, the government maintains a strong presence to guarantee universal access. However, this presence is not exclusive. Citizens are free to open restaurants, cafés, bars, specialty food stalls, private clinics, and other enterprises alongside state providers. These private businesses should coexist with public services rather than compete against them.
The WCB remains authority to:
- issue, renew, suspend, or revoke business permits in accordance with state law
- regulate prices and wages in specific sectors where intervention is deemed necessary for public welfare
- audit registered businesses for legal, financial, and labor compliance
- impose corrective oversight or temporary intervention during periods of severe noncompliance or economic crisis
This arrangement establishes a deliberate system of “checks and balances”. Businesses rely on the WCB for legal existence, access to the Welthean currency, … Meanwhile, the WCB relies on those enterprises for innovation, labour for the citizens, efficient production, … that cannot be achieved through state administration alone. This structure ensures that no citizen goes without necessities, while still allowing room for private initiative, creativity, and economic diversity within Weltheas.
Politics
Councilship with a mix of Democracy
Our citizens know what is best for the nation, thus it is the Council sole task to uphold to the expectations of our Citizens. This means that the Citizens are able to have a direct influence on the Council. Citizens are able to meticulously craft laws, which they in turn can send to the Advisor, who acts as the mouthpiece between the Council and her Citizens.
This means it is in the interest of the Council to stimulate her Citizens to craft said laws. This, however, does not exclude the possibility for the Council itself to craft laws, if need be.
Non-classical Classicism
One of the central ideologies within Weltheas is the idea that Welthean citizens are the richest among all. These riches are not necessarily in the material sense, but simply being a Welthean citizen, broadens your position in the world and allows you to become what we consider a “Higher Being”. Of course, we strive for a mix of both material and psychological riches.
Crimes Against the People
In Weltheas, crimes are categorized not solely by the harm inflicted upon individuals, but by the degree to which they damage the collective prosperity and trust of the Citizenry.
